Who lives in a modern country?

India is in the process of distributing Internet connected tablet computers to every child in school, regardless of their social or financial status.

Every child.

It will cost 1.6 billion per year at the rate of equipping 40 million students for the next five years.

But that's acceptable given it's only 5% of their annual education budget.
